In web development, and especially CSS Menu navigation for a web site, the use of tables in HTML documents has been the industry's primary means of creating and maintaining page layout. While they have served the Internet community sufficiently over the years, tables do come with multiple issues and limitations in the areas of flexibility, footprint, interoperability and more.

CSS-based site navigation comes in a variety of forms: horizontal CSS menus and vertical CSS menus, CSS drop downs that expand to fit the site's navigational needs, navigation that's easy to change, upgrade, tweak and improve.

In 1973, the U.S. Congress authorized the Rehabilitation Act - a federal law requiring equal access to unclassified government content to all federal employees, and by extension, to all Americans. In todays economy this Law is now applied to all Websites.
